Pete Davey ([email protected])

Pete served as a Police Constable for over 17 years in the Avon and Somerset Constabulary, 12 of those were within the Road Traffic Unit.

He has been a specialist Road Accident Investigator since 2003 attending the scenes of hundreds of serious injury and fatal accidents. His expertise has resulted in the provision of expert evidence in Coroners, Magistrates, Crown and Civil Courts. He has received commendations from both Crown and Coroners Court.

He worked as one of the Constabulary’s six full time accident investigators until leaving the police service in 2013. Whilst working within the unit, Pete investigated many high profile collisions and was the collision investigator responsible for:

  • investigating the multiple fatal collision involving 34 vehicles that occurred on the M5 in November 2011. In addition to receiving a Chief Constables commendation for the ‘Outstanding attention to detail and expert evidence’, reviewing the file, the Senior Crown Prosecutor commented, ‘this is one of the finest reports I have ever seen in all my years prosecuting’.
  • investigating the cyclists killed on their Tandem bike in Bristol.

He is fully conversant with the Road Death Investigation Manual which governs police procedures and requirements in investigating fatal collisions.

He has lectured students on the subject of Accident Investigation on Forensic Investigators courses and is, by qualification and experience, a Full Member of both the Institute of Traffic Accident Investigators (MITAI) and of the Chartered Society of Forensic Scientists (MCSFS).

He has also been the Senior Collision Investigator within the unit and has mentored officers new to collision investigation. He has always sought to improve and develop the expertise and experience of officers and in so doing has organised training and testing days, which involved many aspects of Road Accident Investigation (critical speed analysis and measurement, motorcycle skid tests, tyre deflations, LGV skid testing) in order to achieve this.

He is trained to Class 1 Advanced level as a car driver which includes police pursuit procedures. Pete is also a motorcyclist.

Dave Loat ([email protected])

Dave has been engaged in the field of accident investigation since 2000.  He was the Senior Forensic Collision Investigator in the supervision and investigation of fatal road collisions with Avon & Somerset Constabulary, where he served for over 30 years, providing written and oral evidence and opinion to Crown Court, Coroners Court, Magistrates Court and Civil Court, being accepted as an expert witness. He is fully conversant with the Road Death Investigation Manual which governs police procedures and requirements in investigating fatal collisions.

He was the Senior Collision Investigator who led on the investigation of the circumstances of the largest scale, multiple fatal collision in the UK, on the M5 motorway at Taunton in November 2011 that involved 34 vehicles and 7 fatalities. He received a Chief Constables commendation for his ‘Outstanding management of the investigation’.

In 2014, he was nominated for the National Road Policing Award for Outstanding Contribution to Road Policing.

He has attended and examined the scenes of numerous road traffic accidents with associated reconstructions and investigations and holds a Professional Development Certificate in Forensic Accident Investigation awarded by the DeMontfort University. Dave has attended a City & Guilds Course of instruction in Police Accident Investigation and Reconstruction Techniques and is, by qualification and experience, a Full Member of the Institute of Traffic Accident Investigators and of the Chartered Society of Forensic Scientists (MCSFS).

Phil Rowan-Smith ([email protected])

Phil has recently retired from Devon and Cornwall Police after 30 years service.  For more than 20 years he was employed full-time as a Forensic Collision Investigator (FCI).

In this role, he has attended the scenes of hundreds of road traffic collisions, as well as serious crimes, identifying and collecting evidence and reconstructing the incidents. He has provided expert evidence in Coroners, Magistrates, Crown and Civil Courts, and has been commended by Coroners and prosecutors for the thoroughness of his work.

Phil has investigated many high-profile collisions, including a fatal and serious injury Police pursuit incidents.

As well as working as the Senior Forensic Collision Investigator, he has undertaken all the verification of the work generated by the other FCIs within the dedicated unit, before publication.

He is fully conversant with the Road Death Investigation Manual which governs police procedures and requirements in investigating fatal collisions.

By qualification and experience, Phil is a full Member of the Institute of the Motor Industry (IMI).

He has worked as a tutor on the University Continuing Professional Development (UCPD) Certificate in Forensic Road Collision Investigation with De Montfort University, the only accredited course for Forensic Collision Investigation in the UK.

He has also tutored probationary FCIs within the Police unit and assessed their competence to work unsupervised.

He has lectured to outside agencies, including the Fire Service and Air Safety Support International, on the subject of Collision Investigation.

Trained to Class 1 advanced level as a car driver including police pursuit procedures, Phil also holds licences for motorcycles and large goods vehicles.

As a keen and competitive cyclist, Phil has a particular interest in bicycle-related collisions.

Dave Hoare ([email protected])

Dave joined the team in 2021 as one of our dedicated Forensic Vehicle examiners. With experience working in the motor industry, Dave joined Thames Valley Police as a Vehicle Technician in 1997. He was promoted to the position of a Forensic Police Vehicle Examiner in 2001 and has 20 years experience in forensic examinations. Dave has provided expert evidence to Crown, Magistrates, Coroner and Civil Courts.

In his spare time, Dave enjoys riding motorcycles and clay pigeon shooting.

  • Associate member of the Institute of Road Transport Engineers.
  • Full time Forensic Vehicle Examiner for Hampshire & Thames Valley Police from 2001 until 2021.
  • He has attended specialist courses within the motor industry covering most aspects of vehicle design and technology, this including braking systems, steering systems, suspension systems, transmission and engine technology, chassis components and CAN Bus systems.

Stuart Parratt ([email protected])

Stuart served as a police officer for 30 years. He has 25 years experience of dealing with and reconstructing road traffic collisions with over 22 years as a Forensic Collision Investigator.

After serving as a Traffic Patrol Officer with Thames Valley Police, he became a Forensic Collision Investigator in February 2000 before transferring to Devon and Cornwall Police, where he continued to perform that role in this specialised forensic field up to his retirement in 2022.

He spent 6 years as the Senior Forensic Collision Investigator, being responsible for the technical lead of the department, including recruiting, training and development. During this time he also carried out external investigations and reviews for other Police Forces on collision investigation.

He is, by qualification and experience, a Licentiate to the City and Guilds Institute in Traffic Accident Investigation (LCGI), a Full Member of the Institute of Traffic Accident Investigators (MITAI), a Full Member of the Chartered Society of Forensic Scientists (MCSFS), a Full Member of the Institute of the Motor Industry (MIMI) and an Advanced Automotive Engineer (AAE).

He has gained considerable experience in dealing with and reconstructing hundreds of serious injury and fatal road traffic incidents. In addition to road traffic incident investigations, his expertise has been employed to investigate and reconstruct major crime related incidents where vehicle involvement has been a feature. He has lectured students on the subject of Collision Investigation and outside agencies, including the Fire Service and ROSPA.

As part of his duties, Stuart has been accepted as an expert witness in the field of Forensic Collision Investigation and regularly presents evidence as an expert to the Crown, Magistrates, Coroners and Civil courts.

He is trained to Class 1 Advanced level as a car driver which includes police pursuit procedures. Stuart is also a motorcyclist and qualified to drive class C+E LGV’s and class D PSV’s.

Chris Goddard ([email protected])

A highly experienced collision investigator and Physics graduate with an extensive engineering and scientific background.  In this capacity I analyse the evidence surrounding road traffic collisions of a serious or fatal road nature and many other road traffic matters. I am experienced in the identification and capture of evidence from a scene, as well as the study of evidence obtained by others.  I have 25 years’ experience of attending fatal and serious road traffic collisions.

I have worked in the automotive engineering industry across Europe as a Design Engineer, covering all aspects of automotive braking systems. I was the designated inventor for a European and U.S. patent concerning improvements to brake pad assemblies.

I hold a Degree in Physics (BSc Hons.), I am a Chartered Engineer (CEng), a Graduateship of the City and Guilds Institute (GCGI).  I hold a City and Guilds Certificate in Forensic Collision Investigation and I am a Full Member of the Institute of Engineering and Technology (MIET), and a Member of the Chartered Society of Forensic Sciences (MCSFS).  I was the Senior Collision Investigator for Gwent Police prior to moving into private practice.

I am a previous External Examiner for De Montfort University overseeing the UCPD, Cert HE and FdSc courses in Collision Investigation. I am a current Tutor for the UCPD and internal examiner for some of the Cert HE modules (Maths and CCTV).

Adrian Armstrong ([email protected])

Adrian served with the Metropolitan Police, London, between 1998 and 2016, attaining the position of Senior Forensic Collision Investigator.

During his time with the Metropolitan Police, he investigated many hundreds of fatal and serious road traffic collisions involving many different types of vehicles. He regularly presented his findings to Coroner’s, Magistrates’, Crown, and County Courts.

In 2016 Adrian moved into the private sector to focus more on civil cases, although he has regularly been instructed by the Crown Prosecution Service and other prosecuting bodies since then. He has investigated and reported upon collisions throughout the UK and the Republic of Ireland.

Adrian has specialist qualifications in the examination of Large Goods Vehicles (LGVs), buses and coaches. He also has qualifications in tachograph examination and route tracing.

He is licenced to drive all categories of road vehicle.

He is a licentiate of the City and Guilds of London in Traffic Accident Investigation and holds a Certificate of Higher Education (with Merit) from De Montfort University in Forensic Road Collision Investigation. He is a full, and active, member of the Institute of Traffic Accident Investigators.

Adrian holds City and Guilds certificates in Motor Vehicle Inspection, including Large Goods Vehicles. He successfully completed the Vehicle Examination and Investigation Programme by the Institute of the Motor Industry Awards, achieving the qualification of ‘Advanced Automotive Engineer’.

Carlo is a highly experienced Forensic Collision Investigator having served for over 19 years with South Wales Police. Four of these years were spent as a Roads Policing Officer where he attended numerous road traffic collisions across the whole of South Wales. The last ten years were spent as a Forensic Collision Investigator and Vehicle Examiner where he attended and investigated hundreds of serious and fatal road traffic collisions across South Wales, Gwent and Dyfed Powys Force areas.

Carlo has given detailed expert evidence across the country in Magistrates and Crown Criminal Courts, Coroners Courts and the Court of Appeal in London.

Carlo is by knowledge and experience a full member of the Chartered Society of Forensic Sciences (MCSFS), a full member of the Institute of the Motor Industry (MIMI) and an Advanced Automotive Engineer (AAE).

Carlo is a full licence holder for Motorcycles (Category A), Cars (Category B), Large Goods Vehicles (Category C) and Passenger Carrying Vehicles (Category D). whilst serving with South Wales Police Carlo attained an Advanced Police Driving Grade for cars and was authorised in Pursuit Management.

Frazer Davey

Frazer is a highly experienced collision investigator having served for over 30 years as a police officer.

During his 18 years as a Police inspector, Frazer was responsible for Avon & Somerset roads policing unit and forensic collision investigation teams. Additionally, Frazer was the operational and tactical lead for roads policing and collision investigation operations across Avon & Somerset, Gloucestershire and Wiltshire areas during a period of police collaboration.

As the lead of forensic collision and serious collision investigation teams, Frazer has attended, investigated or overseen the investigation of over 500 fatal collisions during the course of his career, receiving Chief Constable’s commendation for his leadership and investigation.

Frazer holds a Bachelor of Science degree (BSc) in Forensic Collision Investigation awarded by De Montfort University. Frazer has also successfully completed the Safety & Accident Investigation module of the Cranfield University Safety & Accident Investigation Masters (MSc).

For over two years, Frazer was a regional manager for the Forensic Collision Investigation Network, a collaboration involving all 43 police forces of England & Wales. He was responsible for providing expert technical support to forensic collision investigation teams across the East Midlands, London & the South East, as they prepared to meet the exacting standards set by the Forensic Science Regulator.

Lee Perry

Lee is an experienced Forensic Collision Investigator with over 16 years of service in the Devon and Cornwall Police. Throughout his tenure, he has attended numerous road traffic collisions across the diverse Devon and Cornwall regions.

Lee possesses a wealth of knowledge and experience in relation to police and court practices having been a Detective Constable for a number of years. He has investigated serious and complex criminal cases, leading to appearances in Magistrates, Crown, Coroners, and Civil courts. He has served as the Officer in Charge (OIC) for multiple high-profile cases.

On a number of occasions, his professionalism, dedication, and meticulous attention to detail have earned him accolades from senior management, as well as praise and respect from colleagues and peers on both sides of the judicial system.

Lee pursued his long-term ambition by joining the Forensic Collision Investigation Unit in Exeter. He had developed a keen interest in collision investigation early in his police career. Quickly establishing himself as a knowledgeable and leading investigator, entrusted with mentoring new entrants to the unit.

He has investigated and overseen numerous serious and fatal collisions, including those involving police vehicles and major crime incidents. His continued excellence was recognised with an award for his role in a complex murder investigation.
